ONE HEMP Commends House Passage of Continuing Resolution, Reinforcing Path Toward Comprehensive Federal Hemp Regulation

Measure would preserve critical runway for Congress to establish a science-based regulatory framework that protects access to naturally derived, non-intoxicating full-spectrum hemp products while addressing synthetic cannabinoids and high-THC intoxicating products

Washington, D.C.--(Newsfile Corp. - September 1, 2026) - ONE HEMP today applauded House passage of the Continuing Resolution which included a four-week extension to enact changes to the Farm Bill's definition of hemp. This action, which was previously approved by the Senate, is a significant step toward Congress developing and enacting a sound federal regulatory framework for hemp-derived products. Once the measure is signed into law, synthetic cannabinoids that cannot be produced naturally by the hemp plant will become federally illegal on November 12, 2026. Naturally derived hemp products will remain legal through at least December 11, 2026, creating an opportunity for lawmakers to establish regulations that distinguish therapeutic hemp wellness products from synthetic and high-THC intoxicating products.

On November 12, 2025, the FY 2026 Agriculture Appropriations Act was signed into law, containing a provision, Section 781, to adjust the Farm Bill's definition of hemp, which effectively banned most therapeutic hemp products. Without today's Continuing Resolution, the hemp ban was scheduled to take effect on November 12, 2026.

ONE HEMP believes the extension provides Congress time to establish baseline federal standards for hemp-derived products and advance a more effective regulatory framework.

"This action gives Congress the runway needed to develop durable regulations that protect consumers without sacrificing access to safe, legal hemp wellness products," said Kelly D. Effective regulation can protect access to therapeutic hemp products while removing dangerous products from the market."
